It takes time to create shareholder value.  There are lots of other good bargains around right now, and buying a recent distribution cutter will not be near the top of many buyer's lists.  Artis is a long play, so there will be time to get in, no rush.  Anyone expecting a strong surge in sp is going to be disappointed imo, as it will take time for management to prove themselves capable of executing their plan.
