NEW SHORTING RULES?

NEW SHORTING RULES?I am wondering if anyone understands and would like to explain what this all means (if anything) as far as RNX goes? I really don't understand a lot about shorting except it seems like a crazy % price they pay. I'm assuming the longer they are in the more they pay....does it make any difference for longs anyway (relative to RNX).
