I don't see anything about a hold period. It is usually 120 days IIRC. Most of the financing was a bought deal by brokers and those shares are probably already mostly sold. 

The rest went to Sprott so even if he is required to hold them he still has other shares which he is free to sell. He has declared he may buy or sell at any time.
