I am predicting that  you dont know what you are talking about. IPLs payout ratio is around 60% of their 1.2 billion FFO. They also save around $300 million a year on dividends with their DRIP program.  So they are only paying out aprox. $400 million in dividends leaving them $800 million a year in free cash to fund their poly project. 
ALA could have learned a thing or two about financing from them.
