RE:RE:Part of the German's articlethe first was provisional 5-5-3, this is the final 5-4-4 in which the last 4 is under review due to some challenger.   wayland/demecan was considered the weakest in the provisional for whatever reason,so their spot was easist to challenge apparently.  the final 4 lot award is just delayed and may very well still go to wayland.
