It's just the preliminary approval. They need to draft the terms, submit them, get the okay, then they can do a press release detailing exactly what the unit price will be, etc.

As for why it's being done now... Guy has some explaining to do. I am very concerned that this financing round was leaked to a few individuals as much as two weeks ago. That would partly explain why the $0.59 support broke on so little volume.
