Wtih all due respect, I am not sure where you get your information from. From the most recent financial statement de BV/share is 0.67 USD wich mean more or less  0.88$ CAD per share. wich is significantly higher then actual the trading price.

I also think that you underestimate the impact  of exchange rate gain/loss on the volatily of the net income. In 2018 if you remove gain from exchange rate the operating income before tax would have been close to 0$. Instead it was almost 4M$ for 2018 wich is quite significant

 

my 2 cents.
