Strai, where did you get your TRQ mining info from (lack of)
RIO is out to shaft TRQ shareholders.

IVN has four properties and production is starting 2021 at KK site
TRQ was to start 2020 and has been put off to 202? (underground)

IVN denser mineral does not require block caving but caverns.
IVN having higher grade ore nothing to do with/not block caving.
TRQ has spaced mineral and RIO decided on block caving.
TRQ deposit are columnar, spaced, and thats why block caving,
start at bottom and cut the mineral down. Move along.(RIO)

IVN high grade dense copper is nearer surface.
TRQ low grade copper is dispersed, throughout, and in deep.

IVN mineral density is reasonably consistent for hundreds meters
TRQ mineral density is inconsistent and spread out longer, thinner..

TRQ is in a 4 seasons climate. 
IVN is in a tropical climate, consistent weather

IVN will likely have its share of issues as it progresses towards production. This being said, the fact that IVN has higher grade ore body means they do not have to use special techniques such as block caving (therefore reducing operational risk). For TRQ, low grade and hence the use of block caving is the main issue here. Finding that block caving feasibility is not as expected can increase development cost, development schedule and potentially operating costs down the like as well.
