I stand corrected. I just saw the CBC TV News report on it. Notwithstanding.. I don't believe you can blame HC for poor oversight given the licenses issued were to legitimate applicants whom then were either coerced or sold out to (seemingly) legitimate buyers but whom were likely Hell's Angels front men.
