I'd bet it is because our lovely CEO Irwin, not only doesn't see the necessity to raise the Company's share price, despite that he has plethora of worthwhile items to do so in the form of promotion (he had no problem being in support of vape's loveliness (yucky), though), but most likely he is waiting for two things to happen. 1: by keeping the price depressed, he might entice a partner of some kind to appear. In other words, to attract someone by means of negotiating a deal at the cheapest-most possible price in favour of the other party. 2: to get rid of as many as possible of the small retail shareholders, despite that these crowds have all along been the spine of this company -- what a beauty to be contented with.
I still believe (in my view) that that elusive "Partner" is to be Diageo.
