This is a great idea IMO. PDT has big time roots in Buffalo as photofrin was developed there I believe (https://ascopost.com/issues/november-10-2018/thomas-j-dougherty-dies-at-age-85/). University of Buffalo/Roswell Park Memorial Institute is/are a well respected institution with high quality researchers (Praveen Arany for example) and they have a PDT Center (https://www.roswellpark.org/cancer-care/treatments/photodynamic-therapy). So you have folks that BELIEVE IN PDT at a very good institution with well respected reasearchers and possibly more connections who are using photophrin rather than TLD 1433. What would happen if they started using TLD 1433 in their research? Good things I bet. They could get some momentum going in the states. The bigger institutions may have their own agenda...eg MD Anderson, Duke, Mayo, etc......UB/Roswell could open the doors......All IMO.
