Table below is from canadianinsider.com. Indicating for November 2019 that there are 379 thousand share shorted.
Do the math.... 379,000 / 150,000,000 = about .0025 %
So .0025 % of current outstanding are being shorted.

Yes, who ever shorted the stock can buy it back at a cheaper price and make money.
The shorts, by no means put any downward pressure to the stock. 1/4% shorted stock going to do nothing to share price.

Shorting a stock is risky, shorting a stock under a dollard is even more risky. What are you going to gain.... a few bucks.
Keep by the phone. Last thing you want is a margin call.
Also, when shorting, if it decides to move upwards skies the limit. You can loose a lot money.
