If you were the CEO - why would you not submit the dispute? 


If it were me - I'd ponder the following: 

My company has to beg, borrow and steal to raise money. 
My new mine equipment is just sitting there exposed to the elements....no maintenance.
We have to spend cash we dont have to fix a bunch of stuff we could not get access to.
The gov't continues it's amatuer hour games saying one thing and yet the results on the ground are basically the opposite...
This blockade will not be the last.

Not sure if there is any real upside to not move forward with the dispute.
