Lot of inter-house trading not fair

Today there has been a lot of inter-house trading from what we can tell from the jump of volume without the price being affected. I do not know why The Exchange Commision allows that while the rest of us are subject to the open tranparency of Bid and Ask. This is a disgrace to the whole idea of the 'free market'. Do I miss something here?
