All patriotic and feel good to warrant any level of expedature. The deception they run ahead on is that such is allways an other and external villain. The structure and force has no capacity to deal with infiltration or the enemy within. Martial law and such is a play on that weakness as only chain of command remains in the reductionist format of desperate measures.
