Update from RTIAdam replied:

The government regulations are in flux and only part of the equation.  We are also balancing availability of contractors and their specific guidelines, our operating guidelines, availability of our own staff and costs.  Because Ed1 and Ed2 are in the same building, its not as simple as having someone in to do some work.  We are also balancing what is needed and believe we can handle all work currently needed with capacity from Ed1.
 
I do not believe there is any discussion on share consolidation.  Share price is one consideration, but volume is also a key factor.
 
The sales leaseback is not off the table, but has taken much longer than expected.  We are examining several options to protect against further delays or if terms are not agreeable.
