it's a choice:

Argentina:     49060 cases,     1787 deaths, which is 1.9%
Brazil:       1800827 cases,   70398 deaths, which is 3.9%
USA:         3210955 cases, 134420 deaths, which is 4.2%

Maybe Argentinians care more about their living souls?
Their first priority lies with their population, not with foreign investors.
Can't blame them.
