Some here lamenting the delays may want to see the YouTube videos on the rainy season in TT (e.g. Penal Mud Volcono Eco Tours) to see the difficulties encountered in building a pipeline.

As per PB, this is being slowed somewhat by the regulatory approval process, wrt questions on spin-offs.

In addition, the country is still under a quarantine, now being ramped up as schools looks to reopen. The "second wave" being widely anticipated. PB addressed TXP's extreme measures in his last Proactive interview.
