they don't want 7 million new shares in the float.
If the price stays below 85 cents until the evening of September 11th , the warrants will expire.
Until then, management does not want the stock to go up above 85 cents.
Once the warrants expire, they can announce new contracts ( if there are any). The stock would rise and if they wanted to issue 7 million shares, they would get a cash inflow larger than $4.6 million.
I would suggest holding on to your shares for at least the next two weeks or buying more if you believe that there are contracts coming.
