Insider ownership seems low

Insider ownership seems lowFollow up to my last question: isn't the insider ownership low for this company sitting at 5.63%. If they were so confident wouldn't they put their money where there mouth is? 

As a canadian what does the announcement from Trump mean for their Arizona property? 

Again just trying to do some DD before I buy in. Any help is appreciated.
