Will the $30m contract be awarded at Nov. Meeting?

Will the $30m contract be awarded at Nov. Meeting?How much would this help this $70m market cap company? Lots of these big contracts are still being bid on. $20m NYC contract mentioned last year is still a possiblity.  Sanfrancisco, Toronto, Dubai ect.   A suggested drop to $.60/share is laughable.   Yes could happen by a one heavy investor, but the price wouldn't stay down long.
