I agree that they publish halt announcements, but they don't govern a company's decision making ability. Again, unless their mandate has changed. 



To clarify, IIROC will perform surveillance and if k it's warranted they can coordinate a halt with the relevant securities regulator. 

So technically they can't halt but they can initiate amd coordinate a halt. So probably splitting hairs. 

in any event I would've thought this kind of crucify would trigger a circuit breaker stop at least.
