There are 6 states where CBD in any form is still illegal because all forms of cannabis are illegal under state law (ID, ND, NE, KS, WV, IN).  It's likely there are 6 more states which have restrictions on it in certain forms.  It's pretty safe to say that if 12 states were left out of the TryTaat offer, then those 12 states restrict or prohibit the sale of Taat cigarettes.
