The first paragraph indicates the demand they're under to sign up solar projects:
"The Puerto Rico Energy Bureau has ordered utility PREPA to issue six procurements in the next 30 months, totaling 3.75 GW of solar and 1.5 GW of four-hour storage, or their equivalents." That's 3750mw of solar over the next 30 months.

Jan 28th press release was only the 1st of 6 procurements.
Every June and December another procurement of 500mw will be released, the last one being 750mw.
It's interesting they made the first procurement 1000mw. 593mw of shovel ready projects minus the 150mw that the FOMB wants to push through leaves 443mw. Add that to their standard procurement size of 500mw and you get 943mw. Looks to me like PREPA made sure to leave enough room to accomodate all of the shovel ready projects that don't make the 150mw cut. No excuse to not build these projects.
If anybody thinks Montalva won't get built they're fooling themselves. You know Jeff is ready to submit Montalva immediately if we don't make the 150mw cut.
Not making the cut will provide a tremendous buying opportunity.
