Another way to describe it is the “daily” throughput of Ferndale with a moving 4 fill period to smooth out the variations due to ship and railcar delays. This should give an immediate look at Ferndale to see what are Altagas’s intentions at Ferndale.
You can still use the slower 90day moving average for throughput as well. It would be harder to notice the daily and weekly impacts at Ferndale.
Sample calculation for show.
Tanker volume: generally at or near 600k bbls
Days between LPG tanker mooring’s: 14, 13, 13, 12, 12, 11, 15
Take the latest 4 fills days: 12, 12, 11, 15
Average of the 4 : 12.5 days
Throughput: 600,000bbls/12.5days =48k bbl/day

I believe your are overstating the average rate by omitting the days.
