Perhaps because the message seemed to be clear that the demand is not like they initially envisioned. They are learning that some sectors of economy have no motivation to invest into such technology right now when it is not mandated and if you have it the government can shut you down. Common sense prevailed - monthly financing for customers so that they can pay $250 per month rather than $15K. Who would have thought? Oh, yeah, we did...even though price was not an issue a number of months ago. More comments later, back to things that matter.
