This technology is to prevent waste to go to landfill.  It's fair to assume that this what they sold to the US Navy and that they're now bringing back in force in hazardous waste.

At the end of the process, it generates electricity to power plasma torches.  Any electricity not consumed by the torches can be resold to the network (e.g. Hydro-Quebec, iron pelletization plants, aluminum smelters, etc ...).
