Working can mean that hydrocarbons were produced, which can be determined via formation evaluation, but commercial viability is dependent on more than just the oil being there. It needs to have enough porosity (volume), formation pressure, and permeability (ease for hydrocarbons to migrate through the reservoir) to ensure that the capital investment required for asset development can be recouped with an acceptable rate of return.
