RE:Montalva UpdateJeff, thanks for this and all the previous updates. I am glad Montalva continues to seek approval through adjudication through PREB.

In the PREB docket that Butters recently posted, there is a 7/1/21 letter from SESA (the Solar Energy and Storage Association of PR).  One of their biggest complaints is that PREPA has screwed up the current process for VPP's (Virtual Power Plants.) I believe Montalva falls into that category with its major provisions for battery storage. Their letter says:
"there is a risk that PREPA's own mishandling of key components of the bid regarding VPPs could result in some bids being deemed incomplete by PREPA, for reasons created solely by PREPA."

Reading between the lines, SESA is charging that PREPA's incompetence has created a new clusterf... in this round, especially for solar projects with battery storage components. It sounds like the RFP was set up so badly that PREPA could not manage to vet the projects by the 7/15 deadline.

I am glad Montalva has a shot at side stepping the current RFP mess completely.
