Today it is pretty well impossible to get a permit of any kind in this area, in fact the shutdown is impacting the maintenance of existing infastructure, never mind a new build out. Lots of legal is currently getting involved. It is a volitile situation, and how much do you want to pay on top of the full cycle costs, treaty 8 costs, resouce risk, new build risk, and startup risk for a green field project, in an area of political uncertainity.
I can say it for certainity, because just the other day i was talking to someone who is looking for permits for pipeline companies. If concerns exist for current pipeline infastructure, that it can't be maintained or built out, why would you build a gas plant. Cheer Leader the rah rah boom boom, is wearing thin, they is a desperate situation that will needs strong leadership, i think arc has not hired for the role in the company.
