Viruses constantly change through mutation, and new variants of a virus are expected to occur. Variants are expected. The best way to slow the emergence of new variants is to reduce the spread of infection by taking measures to reduce the spread. 

Exisiting vacines do not protect you against all variants and therefore there is a need to develop new vacines and ensuring that people have the inmunity for the new variants by having the required vacines. This is where the vacine passport comes into play.

In addition to the above, the government learnt a lesson with covid and after introducing the passport it is hard to believe that it will go away when it can be used in the future to fight other similar viruses.

did the government change the security measures that were put in airports after Sep 11? No. why?
With viruses you have a  similar risk of thishapenning again at any point in the future
