There's nothing illegal here because the lawyers, bankers, etc would have signed NDAs or are already subject to insider trading rules. Can you tell me how QTRH's lawyers could have worked on the ETC acquisition without having non-public information? How can a company raise money without disclosing any information to the people providing the money? If you can provide some evidence that this information was acted upon, that's a different story, but there is nothing illegal with simply having the information.
