I recall the issues UEX had in trying to get their listing on the TSX main exchange rather than the TSX venture exchange when they first started out. They had to have actual pounds in the ground to get the listing. West Bear and Raven/Horseshoe (formerly in Cameco's brownfields portfolio) gave them that. UEX's main exchange listing made a HUGE difference in the last Bull Run.

Listing criteria on the NYSE are more onerous.

That's why Roger at least got the listing on the OTCQB Venture Market. Will take a major uptick in the share price (9x) to be considered for NYSE listing. Consolidation would make it that much easier. But I do get the issue of liquidity that pundits have mentioned....

I think DML only has it's listing on NYSE by reason of their history in the US, as they don't at the moment have the US$4.00 share price as required.
