This 2 Billion dollar contract is postponed to Jan 262022.The Mother of all contracts includes the BCS. MRS created and improved the BCS for the US Army for the last 7 years. Description The Army Contracting Command - Aberdeen Proving Ground is posting this pre-solicitation notice to announce their intent to issue a solicitation for the production of up to 2,114,880 Soldier Protection System (SPS) Torso Extremity Protection (TEP) Ballistic Combat Shirts (BCS). The BCS is a component of the Armys SPS TEP. The goal of SPS TEP is to provide the Soldiers with modular and scalable/mission-tailorable protection to reduce weight and increase mobility while optimizing protection. The BCS design is intended to function as a ballistic Army Combat Shirt (ACS). The non-ballistic materials used in the torso and sleeves are equal to the ACS in weight and functional characteristics, including flame resistance and moisture wicking. The deltoid and upper thoracic portions of the BCS contain soft armor that provides protection from fragmenting munitions as well as handgun threats. The Soldiers can add or remove ballistic protection levels based on mission requirements. The scope of work for this requirement includes all procurement and production activities necessary to manufacture the SPS TEP BCS. To meet this immediate requirement, the Government intends to award approximately five (5) firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) contracts via a competitive acquisition on a best value trade off basis. Delivery orders will be competed in accordance with the fair opportunity procedures described at Federal Acquisition Regulations (FAR) 16.505. Contract is for an initial Ordering Period of five (5) years and contains two (2) 2-year ordering period options. The contract minimum includes the Design Package and First Article Test (FAT) items. No hard copies of the solicitation will be issued.
