Nano One, GM, Tesla and Quebec?

On Nano One's web site they are looking to hire a Process Development Manager for Quebec. They have already hired numerous employees for a LFP plant in Quebec?? Who will they be building the plant with, GM, Tesla,the Quebec Government and the Canadian Government? More funding possibley from the Quebec Government and Federal Government to go along with the $58,000,000 Nano has in the bank?
