Yes, both can happen concurrently. However, the prototype vehicle which will be shuttled around to auto shows throughout North America, displayed at automotive centric conferences, displayed where it could garner most attention from the would be BEV purchasing consumer and public at large, etc, is just that,i.e. it's simply 'a prototype vehicle' which is suggested as being ready for December 2022.
As to the mass production of said prototype vehicle, such a achievement would be dependant on, amongst other pivotally important requirements being achieved, 'a capable' vehicle manufacturer/ 'vehicles assembler' being necessarily added to the mix and brought into the fold, e.g Ford, Nissan-Renault-Mitsubishi alliance, etc.
I do have a most specific company in mind; and yet, that may be considered by some to be 'a bridge too far spanning', in order to built in support of the 50,000 to 60,000 per year manufacturing of such a potentially VoltaXplore powered Battery Electric Vehicle (BEV) prototype.
Never the less, I will emphasize the immediatiely following fact for readers.

Should the necessary support by Ontario's government, along with required assistance for Ontario from the Canadian Federal government, not already have been secured; Quebec is going to eat Ontario's breakfast, lunch and dinner; this in terms of becoming the main Canadian player operating within and unambiguously supporting the buildout of the North American and global Battery Electric Vehicle 'materials supply chain'.
