RE:RE:M&A in fintech DCE's need the payment licenses.  None of them do any of the processing on their own, there is always a fintech in the middle.  Just like Huobi can't do a card issuer deal with Visa, they aren't licensed 

start studying guys, all all this stuff is coming to the forefront shortly
