It's not so much that online brokers won't allow retail investors to short penny stocks, it just that your online broker won't let you short penny stocks because you clearly don't have enough cash to cover the margin calls.
I can short any penny stock with my broker if I choose, as I do have enough cash to cover the margin calls, but I typically don't. Though I am into making money, I don't go out of my way to destroy the momentum of a stock or the development of a company and people's jobs at that company. I do play the market with some ethics and morals and pick my shorts ethically.
So it's probably good that people like yourself don't have the capability of shorting penny stocks as judging from your comments you seem like a person that would enjoy the destruction.
