The SHORT is caught between a rock and a hard place. They don't want to cover as they are so deep in a short position, so they will attack these rallies strategically and short more, thus digging a deeper hole.

A $126M MOU (pending contract) is worth more than a $30M market cap increase (.20 move in the share price).
