You have made 2 incorrect statements. I'll add another indirect untrue inference you made here first.
1) After several weeks of going back and forth between our Sage Ranch lawyer and the City, I signed on April 7, 2022 a license agreement between the City and Greenbriar whereby Greenbriar offers its land for a limited period of time, and under full indemnification by the City, to allow the City to use our land to build, pave, improve, extend Pinon Street.
**** How would you wrongly assume Greenbriar is not a party to Pinon Construction when we border the entire North boundary of Pinon and the City needs our permission to access.
2) Filing something under CEQA is not a universal procedure. We filed Sage under CEQA as an EIR and that is required for subdivisions over 500 homes. It took two years. The City filed under CEQA as a mitigated neg dec. Why, because the laws allow for a mitigated neg dec on a pre-existing right of way as the right of way is already disturbed for decades by folks who drive the unpaved and unbuilt pathway. 30 days for that standard.
3) Pinon is funded by a Government grant, not by City funds.
