More of a plumbing reason.
Easiest option is move “trading” to another exchange. 
1) most shares are held by brokers in streetname.
2) many shares were borrowed. Dealer Brokers want to close out those transactions.
3) when we buy a stock it shows up immediately in our account.  The trade still needs to settle.
