Something similar happened in 1973 just before the Yom Kippur War. Egypt and Syria were conducting "Military Exercises" akin to what Putin was doing last year on the borders in Belorus and Russia.

There ware clearly some worrying signs. Mossad was looking at the intelligence and wondered if it was a problem. The first thing they asked was "Is the CIA worried? No! Then neither are we." Meanwhile in Washington, the CIA saw the same intel and asked "Is Mossad worrired? No! Then neither are we".
