Hopefully, lessons will be learned and NY will fixed its mess. The delay caused a lot of hardship for cultivators and others. The program is failing to meet it's stated objectives. Lastly enforcement measures will likely fail because of the sheer volume of the problem and low morale of NY law enforcement.
