I think DM could easily apply for these credits directly, but the credits are worthless unless you can find a buyer for the credits. Some industry that pollute more than government restrictions normally would allow can buy credits as offsets to their pollution. Rewatt provides a marketplace bringing credit sellers and buyers together in an efficient way with stabilized pricing. At least that is my understanding as to why the partnership is important.
