Cipher fund raising stalled

Since the Cipher options held by DYA still give DYA a 50% interest in Cipher means Cipher has not raised any capital on its own yet.... DYA is pumping Cipher news to get DYA price up so it can do an equity raise to exercise the Cipher options to fund Cipher ops.
