in essence, Martel is saying that his main Goal is getting contract for the 180 surviance jets

competing on Canada defence jets and considering its advantage over boeing jet, will open the door to get contracts for some or all the 180 jets (when it is time to be replaced)

all this is in Ottawa hands now,

IMO, if they negelct bbd and did not allow bbd to compete == Ottawa and Nato do not want bbd to get any of the 180 jets
