RE:15 mil Why? I have a guess all sounds good but for the press release stating it expected to take 90 to finalize the agreement and then p3 not expected to start until early 2024.  

haven't seen anything which suggests this time table has been advanced.

maybe capital raise was just part of getting ducks in a row.
