Let’s take the point of view of a developer. We don't know what the costs are going to be due to inflation by the time project is built. City council has made the project risky and complicated as it is NOT just pre selling condos. This means that in order to profit and get bank financing we need to determine how our total costs change due to height vs uses in order to find the optimal spot.
Investors know about the land and current company debt situation so I don't think there will be a large pop in the stock price if land is sold for less than 30 million.
