The article isnt dated and it is hard to establish exactly when it was written, although it was posted in Resource World 24 hours ago.  

I find it dismaying if correct as it seems to suggest that Black is quoted... "The Co. has penciled in Project commissioning to be complete by the END OF NEXT YEAR.  This will be immediately followed by a year long ramp up period."
Am I correct in reading that, this would be the end of 2024 for commissioning and ramp up in year 2025??

No wonder this is a penny stock with a price today of .48 cents.  The only tiny bright spot is that there is a 90,000 bid at .475-.48 cents, so someone is still accumulating stock
