South Korea and Tiwan are both South East,Asiian Nations.
They work and behave as Western Nations do in minerals and commerce.
Vietnam has long ago  (late1989) developed as a Communist Country to welcome the Western ways as well.
If the South Korean Govt declares Tungsten as a critical metal, then they join the rest of the Western World on that point.
So what ??
I just cant see any thing like a "kick out" when the job is still, and needs to be done.
